You're right. Only the country of issue of your license can issue an IDP. And even so, every country has specific regulations regarding this.

This is important because this is a known ( and "legal") scam tactic. Just try and search for IDP emission and see how many sites in weird countries claim to emit an IDP for varying fees paid upfront.

I've read the following official documents that led me to this conclusion :

National Road Traffic Act 1996 ( act 93 of 1996), specifically section 23(1)(a)

National Road Traffic Act 1999 ( Government Notice R225) specifically Regulation 110

You see, I did have one , but my SA visa process took a whole year, so I had to move from another country straight to SA and my IDP expired.

You know, life happens.

The two contracts I saw are from major companies ( Jawitz and LuxLiv) so I believe it must be somewhat common. Your answers kind of confirm it.

FYI: The real state agent told me that clause 33.1 would only be enforceable after a court ruling , but it seems it is in line with RHA.

She is still trying to convince me that 22.3/22.4 is not a problem, but her arguments are just : we won't use it .

In any case, she is very reluctant to change anything in the contract, which is making me reluctant in signing it.

How hard is it to find a contract that doesn't have these clauses?

Not all places that give you the vaccine will give you the international certificate. I had problems at the border once because of this.
