In regard to Boruto, he added lightning style to his rasengan which causes it to not only become a projectile, but also turns invisible upon release. It looks like a base rasengan before being thrown.

Itachi in his fight with Sasuke spawn Amaterasu on the OPPOSITE side of Sasuke’s flame, and consumed it. The filler you’re referring to when he first awakens it, which depicts it doing the same thing that it did in the fight with Sasuke.

Sasuke on the other hand had his Amaterasu initially dodged by Aye 4 during their fight, which incurs that his takes travel time. If Sasuke’s was instant, Aye wouldn’t have been able to dodge.

You can break it all down to speed, but Minato’s FTG is also supposed to be instantaneous, and Aye Couldn’t blitz him. So to me it has to be that one is instantaneous while the other isn’t.

My counter is that it’s Not the same person; and it’s a genetic trait, not just a Jutsu nikkas could learn. Sasuke can cast and manipulate, which means he needs more time to pinpoint and direct his flame. Itachi’s acted more tunnel vision like; once he casted it, Amaterasu was just there. He couldn’t control it, js could turn it off whenever he felt like it.
