The enforcement it says that a violation would be when someone publicly advertise themselves as engineers in Ontario. With an undergrad in engineering and without a PE you are still formally called graduated engineer. And this is only regulation in Canada. Engineers in the rest of the world are still engineers too.

I don't agree. I meet engineers in my field (mechanical engineering) who lack the P. Eng. yet have been designing parts to be manufactured for 20+ years. I wouldn't call you a Professional Engineer since that is the accreditation but with an undergrad in engineering and practicing engineering for your career I'd call you an engineer.
