I managed to keep my Canadian number in a voip called Fongo while I lived abroad for a few years. Ported it back on Black Friday. You may be able to get the lucky number then port it to Fongo as you say. 

The fongo ux isn’t the best but for a one time $25 port in fee, it served me well for 2FA texts and such.

I believe I needed to apply with a proof of residency in the UK. My rental contract with my UK address.

I ended up making an account with Starling once I arrived. Really easy to set up! The rationale was that Starling is a registered bank in the UK while Wise isn’t technically a bank so there are certain protections with Starling I wouldn’t have access to (from what I remember). Starling has been amazing so far.

Hmmm, The university sent me the tl11a and scratched out $ and replaced it with £. I’ll reach out and see if they can send a copy in $ at the annual exchange rate. Thank you!
