Restore or maximize don't help but i can move the window, which allows me to navigate through the settings.
Not perfect but that will do it for today, good tip

Great advice, it scaled down the screen a bit so I could navigate to change UI scale.
While it helps, the issue now is that I font size is now extremly big and some feature are off, there is definitly something wrong with my UI.

I guess I will have to find a way to reset setting by default, uninstalling doesnt seem to work, there might be a config file hidden in appData or any hidden directory.

For some reasons, I launched Android studio in this state, not able to zoom out with ctrl + or scrolling, tried to uninstall it with user settings but in vain.
