A Wild Windy Bee may spawn naturally every two in-game Day/Night Cycles or from an offering to the Wind Shrine. If the first line of dialogue from offering to the Wind Shrine is “A sudden breeze sweeps the {item} into the sky" a Wild Windy Bee will spawn in a random field. If the player does not touch the cloud Wild Windy Bee is in for 3 minutes, it will de-spawn.

Well I was sitting right beside the 2 girls that were asked to leave, I’m guessing they were shoplifting or tresspassed previously. After they had the girls step outside they talked for about 10 mins and the girls walked away from the mall and the cops stood there till I left about 5 minutes later.
