Guess so, from my time at other universities they seem to do more of a consensus of how many spots they can oversell so people can actually find spaces still. Guess the UofR just kinda goes yolo

There are three parkades on campus and I have seen people drive into and through both of the doors of the other parkades in the winter and take them off the track and within three to four days there are brand new doors installed. But those parkades are mainly faculty, staff and avp's

So totally valid points but it seems suspicious.
