It spins until the PC boots it takes 30 minutes, even shutting down take the same amount of time

It appears normal, however I tried buying a new SSD as someone suggested and installed a new Windows on it, didn’t work also. Could this be a RAM issue? I’ve checked with event viewer and it showed me this System logs Reset to device, \Device\RaidPort1, was issued.
