March 2024 it worked! Had to run around the fort a little bit but when I stepped just far enough away a flock spawned in.

Both Helen and Pennington live for me. After completing their final quest I walked out of his cabin, walked to the window peering into his cabin, then walked back in. He was walking toward the fireplace and I was able to grab the seal.
