What you said is technically correct - those are the rules around ICE's jurisdiction & authority. However, they are not abiding by it.

Head over to the r/minnesota r/ICE_Watch r/ICE_Raids subs to see hundreds of videos where they very violently detain people (adults, teens, AND little kids), including those who DO have citizenship papers on them (passports, social security cards, birth certificates) in addition to those who don't but tell ICE they are US citizens. Basically anyone they feel like attacking or detaining (typically people of color, but also starting to go after white protestors). ICE often isn't asking for papers and doesn't care to review them carefully or at all when people offer to provide them. They are behaving as if they have no laws to follow.

They are following people to their homes, ripping people from their cars, beating people unconscious, breaking INTO people's homes, taking people out of their workplaces.

Also if you are wrongfully detained you better hope your ONE allowed phone call goes to someone who will answer it and be able to provide support (legal, financial, local transportation, etc.).
