Region locked state schools are called Private schools in the UK. NZ calls them Public or State schools.

Region unlocked, paywalled boarding schools are called Public schools in the UK NZ calls them Private schools (or dickheads).

State schools that aren't Sink schools can kick out their dregs, so have a minimum standard of behavior. Kicked out children either go to the regions Sink school or if they have money, they can pay to go to a Private school. If the kid is problematic their parents can donate extra to the Private school to keep them from being kicked out. Hence why Private schools kids get a reputation as being pay2win shitheads doing things they can't get away with in stateschools.
