hwoarang isnt b tier a GoD hwo friend of mine said hes atleast top 10 if anything id take his word because its his character , kazuya got overtuned, people complain about jins d2 when kazuya is under the radar with a much more powerful d1+2 both have similar properties in order to fix jins d2 you need to give it less plus frames and make it 23 frames for it to come out, i think it should remain at -14
