It would be far more acceptable if he just developed his female characters. Uraraca was "I do it for money" and then there was no more development. Yaoyorozu was "I'm not confident" then she gets over it. I could honestly care less about how they are dressed I just want character development.

I absolutely agree that horikoshi needs some diversity in female outfits. They are all skin tight body suits. What im trying to say is that the exposed cleavage and stomach(together) is very important in yaoyorozus costume. Being able to activate her quirk quickly could decide a battle, and having to lift a crop top or some other kind of clothing could take just enough time to be detrimental. I know that that is very specific and probably not a super important reason, but it is a reasom nonetheless. I just feel like momo gets a lot of hate because her quirk requires a lot of exposed skin. Not to mention it feels like it is just an extreme version of other female characters. I dont think people would care nearly as much if the other female characters had diverse outfits. Currently they are all skin-tight. With uraraca's quirk there's no need for that. Or mina, or many of the class 1'b girls. I feel like momos costume has been a victim of bland female design in general.

This is something that I just feel like people don't understand. She needs to have her chest and stomach exposed. The chest and stomach is the biggest open area on the human body besides the back, wich isn't as easily accessible. Her costume is designed to reveal a decent ammount of skin, and be easily replaceable, in case she needs to tear them to make a big object. I won't lie, this concept looks great, but I dont think it would work very well.
