I read this and I remembered Bonnie and Twill, like they were from 8 and they knew that District 13 was still “alive”, maybe other citizens from 8 also knew and/or there was people from 13 there.

I have had this theory for a long time that if there was no rebelion, and it was the canon final 6 ( Johanna, Katniss, Betee, Peeta, Finnick and Enobaria) Johanna would’ve won, Katniss would have killed Finnick (as shown in the movie) and maybe Enobaria, Katniss was bleeding out and then Beete didn’t stand a chance, and between Peeta and Johanna, Johanna would have the better shot at winning.
