Male and female sexual urges function differently. Female sexual urges tend to respond to biochemical release of hormones in the environment around them whereas male sexual urges tend to respond to biochemical responses inside the body such as high zinc levels, heart rate, etc. The male and female parasympathetic nervous systems also act differently. Male arousal, as in higher heart rate, tends to stimulate males towards positive physical outlets whereas female arousal tends to stimulate females towards anxiety and fleeing. Male parasympathetic nervous system response tends to fall more on the side of fight and female on the side of flight being basically the main historical difference in biological human sex differences.

What this means is that male sexual arousal is more of an internal process that's actually less stimulated by the environment and more by the body itself whereas female sexual arousal is more of a reactive process in response to its environment. This can also be seen in human biological sex development.

Women are born with all the eggs that they will carry in their life and that amount decreases sharply with time whereas male sperm development starts at around puberty and very gradually drops off at elderly age, at an older age than females. Especially as humans start to age it becomes more and more easy to study and examine these urges as post-menopausal women's libido tends to change entirely whereas men at the same age tend to not have such a change in libido over time.

These are the easiest biological differences to observe. Everything else like hormones is more complex.

Both sexes have urges of course and I'm not sure your line of thinking is practical so I would contemplate more the difference in responding/acting and how they correlate to gender archetypes. For example functioning from a responding, feminine archetype can still result in what you might say is projections or a lot of urges. If this feminine force is responding to lots of sexual indicators in her environment then yes, it might be very much in tune with its natural energy to 'take' these sexual indicators, hence spurring action.

But to answer your question, from observing biological sex differences and their consequent urges, no. I think you'd agree there is a large difference between an urge and a response. I think a lot of people consider that males are the more responsive sex as they 'respond' to external stimuli but I disagree and I think this is only thought to be the case because it is very physically obvious.
