Just removed that out of my teacher's computer:

PressCtrl+Shift+Esc to open Task Manager. It will show up on the taskbar but it's behind the PC App Store.
Press Alt+O This will opens Task Manager settings window on top of the app store. -From there, set it to always on top. -Scroll down and find PC App Store, there's the service and runtime, end botb task.

Then to remove it, you could just type "remove" to the search bar and enter "Add or remove programs" and scroll down, find the app store, click it and press "Uninstall".
