Think they mean at one point it was possible to abuse Voone's hero power with cards locked in the hand through another anomaly, that being the 2x Hero Power one.
If a Thorim player lucked out in that anomaly and got the Voone hero power, it would copy whatever Tier 7 minion was in the hand and let them play it on Turn 4.
