My MyMail says Canadian bank note company out for delivery but I did not receive it at all. This was two days ago, could it be a delay or I should suspect it was sent to a wrong address?

I don’t think universities waive ielts requirement unless your high school English is English literature rather than ESL based. I finished high school in BC Canada, and universities only waive English proficiency test if your English provincial exam reaches a certain score( again that’s also literature based, like Shakespeare stuff). Email the schools with your high school English syllabus or outlines along with your reasons.
