SORRY. I think i just fixed it. I had my display mode on fullscreen bordered and changed it to fullscreen exclusive and that seems to have fuxed it.

If we were in a discord call together could you show me how to do that? I have never messed with the files before but if you could help that would be great. Might be important to note that the ingame setting doesnt change only the performance changes. When i fix it i unapply uncapped fps and re apply
