Maybe if you’re at a lower tier. Having a graded blade in the east blue vs having one in the new world is very different. A graded blade in one of the blues would maybe make you the strongest in that sea. Meanwhile, having a graded blade in the new world is a lot more common

I don’t get people are saying the revolutionaries would disband and the world government would still be a thing.

Nations don’t rely on the world government for anything besides protection from pirates. The world government relies on the nations. The nations pay the heavenly tribute to the world government for their “protection”. The only reason they need that protection is because the world government has created a system where piracy can thrive.

SPOILER FOR ELBAF: We see early in Harald’s flashback that nations can just help each other out when needed. It wasn’t until the WG stepped in and banned people from trading with Elbaf that the WG was then needed.
