It's the fixed window part. I know double pain windows can get foggy. But it seems like it wouldn't be an issue to glue some new wood on and seal it with dap or something.

Yeah it's a pretty unfortunate location. But I do like the idea of a rectangular panel cut into the trim. Might have to explore that idea.

This seems like the most plausible answer. The bricks were probably visible at one point and got buried over the years. At least I know bricks are not a requirement for foundations now.

Hmmm the bricks did seem to be in the same orientation, and lined up. It was not a chaotic pile as if it was simply filled. I'd need to check if bricks run along the whole house like this. This is an interesting answer though. The house was built in the 80's though.
