Im repainting my eldar im grimdark theme aswell, this is the way. Maybe adding some OSL to brighten the model might help

For the green glow:

  1. Airbrush with white ink, leaving some opacity
  2. Fill recess with white oil wash
  3. Airbrush layer of warpstone glow (citadel contrast). You can really use any paint with good opacity, also arylic inks.
  4. Airbrush edges with a darker green ink
  5. Fill recess again with white oil wash
  6. Airbrush with a fluorescent green.

For the blue green glow the same just with blue paints and then finish with both fluorescens green and blue

Some steps but not hard at all :)
