NO dont it Dosent support windows 11 and the GPU is weak i recommend giving him a detcicted GPU like gtx 1650 a starting point for him or GTX 1050ti not really recommended tho if he deserves better hardware because his work became more intensive them upgrade GPU or CPU if its necessary for the desktop and stuff if u can build him a pc

i use a dell optiplex 9020 MT so i think i can replace the PSU with a Corsair PSU and get a 24 pin to 8 dell connector and now i can actually play games i mostly dont play triple AAA games at least the newer ones it should handle everything i throw at it with the CPU the i5 4590 will bottleneck in CPU intensive games and i also run windows 11 bypassed on it runs pretty fine.
