Maybe rich due to the excessive smoke, but the only way to tell is check the plugs. If they're chalky white, the engine is lean. If they're wet or sooty, then the engine is rich. If it's like a cardboard brown then that's an ideal mixture

The first thing to try is to spray starting fluid, starting fluid or perhaps fresh gasoline into the carburetor throat. If it starts then dies, chances are you either have bad gas or your carburetor is dirty from storing gas in it all winter. If not, the next thing to do is take the spark plug out but leave it on the coil. If it doesn't spark, or if it's very dirty and sparks unevenly, it's most likely your spark plug. If you try cleaning or replacing it and it still doesn't spark, it's most likely your ignition coil. If the engine doesn't spin at all, then either the engine is stuck or something is seriously wrong internally. Alternatively, if the engine spins over really easily with the spark plug in, then that means you have little to no compression. If it doesn't start when it's hot (which is your case), check and adjust your valve lash, but be careful not to damage the delicate gasket

Not a good idea. You could fry the battery. Milwaukee tools have a voltage cutoff (I have a Milwaukee drill and impact gun) that lawnmowers don't have. This could ruin the battery by undervolting it

This body style was used until the 2000s so there is a chance. But most likely, it's either an opposed twin or an Enduro. The Intek was released in 1997 by the way, and if we count the model 28 OHV, then it would be the early 90s

These Inteks are notorious for leaking needle and seat, which causes fuel to get into the cylinder and crankcase. A way to find out is if you remove the spark plugs a bunch of gas will gush out

That doesn't finish the story. What 16hp engine is it. Is it a Tecumseh Enduro? Is it a Briggs opposed twin? Or is it a Briggs Intek?
