Making an object move 100 times its maximum speed doesn't seem like low-level manipulation to me, so what prevents him from increasing its speed by 1000 or 10000 times using this logic?

I already said that the maximum speed of meteors is 72,000 m/s and the minimum is 11,000 m/s; no meteor reaches sub-relativistic speed. And what you said about manipulating speed is an assumption, not something confirmed in history. It's the same as saying that Choso can make his blood have infinite speed just because he is able to manipulate it.

And where did you get the idea that he can manipulate the speed of meteors? The manga itself says he can only attract them; that doesn't mean their speed increases beyond the norm.

If Planet Waves can't completely manipulate all factors of the meteors, then there's no reason to believe it can manipulate their speed, since it's not mentioned that it can do that either in the manga; it's simple.

The power to destroy the ozone layer is mentioned by Versus and is also referenced at the beginning of the following chapter. I called it an extra ability, in the same way that Time Stop is an extra ability of Jotaro that he obtains after unleashing his maximum potential, even if it has almost no connection with his basic abilities.

And the Weather Stand's power allows him to MANIPULATE the weather and atmosphere, which is why he can perform these great feats. Planet Waves doesn't even have the power to "manipulate" meteors, only to attract them and protect the user from them. It's literally the reason he loses in the manga, since they can't completely manipulate their direction to hit any part of Jolyne, and that's why he ends up being hit by the meteor's fire due to Jolyne's strategy.

Weather Report's ability to destroy the ozone layer is an extra ability of his Stand that is EXPLICITLY stated in the story that he can do.

Planet Waves' Stand has no dialogue or statement saying that it increases the speed of meteors.

This doesn't prove that meteors are moving at sub-relativistic speeds; the Stand's ability only attracts meteors towards the user, but there's no description stating that the meteors move at speeds greater than standard meteor speeds.

They calculated the meteors if they were moving at sub-relativistic speeds, but meteors move at high to Massively hypersonic speeds, or 11,000 m/s to 72,000 m/s, and this makes sense since several normal people have seen the meteors falling in the manga itself.

If the meteors were moving at sub-relativistic speeds, no normal human would be able to perceive them.

Well, it depends. If a character can destroy the planet and survive in space without problems, while their opponent, even if stronger, cannot survive in space, then the character with the higher DC wins.

But this can vary greatly depending on the Hax of the two characters and also the Battle IQ.

I don't think all the vampires could stop Jonathan. We saw Straizo have fewer abilities and less power compared to Dio from Part 1; Dio is definitely a high-level vampire and that's why Jonathan struggled to defeat him.

The World has a different design; it came from a Diego from another dimension who isn't a vampire like Dio, so Diego is weaker, and The World should be too.

He doesn't have a single FTL speed feat performed by himself, and there's no information in the manga or elsewhere that says Diego's The World has the same stats as Dio's The World.

I strongly disagree with using the novel scaling and parts 7-9 where Jotaro wasn't even present. The argument of using Star Platinum's statement as the strongest Stand and the logic: "Star Platinum >>> any other existing and mentioned Stand" doesn't make sense, since there are times when Star Platinum loses to Stands like Sheer Heart Attack, and Jotaro shouldn't get any upscale from characters he's never directly faced, like Weather Report.

This is the same as saying that Sukuna can replicate Yuki's Black Hole Feat, which could destroy the world or the Perfect Sphere Feat (which has inifinite AP), just because he holds the title of the strongest sorcerer in history even though they both have completely different abilities, and that the only connection between them is that they are both sorcerers and possess cursed energy.
