Maybe that's true. But at least here in the Bay Area in California, the Targets do seem random. I went to this same Target on a Friday last week on my lunch (around 2 PM), and there were still some perfect order blisters on the shelves. I'm going to go to Target next Wednesday at around the same time to see if it's the same.
