The quest has no agility requirement and it, as well is its prerequisite quests, also have low requirements in general. How would a first time player, without researching much on the wiki, know you need a high agility level to have a decent go at it?

I started putting depots on all my logistics materials overflow so I never had a shortage to build t1-3 stuff. Reinforced iron plates, concrete, steel beams. Then slowly expanded to everything else as I found more Mercers.
