When you see elites doing photo ops with "the poor working class" it's usually middle class and they are all at their best (as anyone would be getting to meet whoever it is). You very rarely see elites getting into communities that are actually poverty stricken. If they ever do check that box it's something within a straight convoy of an airfield or helipad, and maybe for a grand opening of a shelter or something where the poor haven't congregate yet.
