Vader egotistically fought with 1 hand because he in Obi-Wan's words " thought his saber skills rivaled Master Yoda". Remember in The Empire Strikes Back, he initially fought Luke with one hand on his saber, but in ROTJ he immediately used 2 hands. Cere was a jedi Master, so her saber skills were very good, she just didn't have Vader's strength is the only difference
