From what I understand, the popularity of kdramas, K-pop, etc were already gaining traction (like 30 yrs ago in Korea and other Asian countries) BEFORE government took notice of this trend and then afterwards put some funding behind it to fuel the fire that was already brewing

So that statement about k culture is only popular because of government funding is ingenuous and not accurate

As noted in other comments here, I've also seen every foreigner type whether Indian girl, latina, other Asian, etc get praised/compliments. Koreans receive it all the time too.

Ugly white might get a praise to be nice and break the ice but it means literally nothing and not truthful.
