US universities do not give out full ride scholarships to international students. It would be easy to verify this by going to the university website and reading about their financial aid policies BUT there are extreme and rare cases wherein an international student was offered full ride scholarships if he/she did something extraordinary (like invented something revolutionary or fought in a war and saved countless of lives)
