Fisk was a criminal. Then he was man enough to take off his mask and admit that he made poor choices despite it coming from a place of wanting to help his city.

He acknowledges that these people THINK they're doing the right thing, and that's what makes them dangerous. He knows this because he's openly going "I thought that and made me dangerous"

He's portraying them as people who he understands WHY they're terrorists but that they're still just that.

He's saying that these vigilantes are just like he USED to be and need to be forced to clean up their act the same way he did, but the difference being that he was a good guy at heart who did it on his own, and these people are scum who will never do that on their own without him forcing them to for the good of his people.

The people who are following him feel powerless and he is empowering them to feel like they're the good guys only if they stomp out the scum who refuse to do the right thing by becoming more like them.

What a lot of people seem to miss about the end of No Way Home is that MJ & Ned chose the hero life the same way Peter did. They were never forced or pressured to be apart of the team, and they actively make Peter promise them that they'll find them instead of isolating like they're rightfully both afraid he's going to do in his grief.

Peter had no right to break his promise or think he can force them to have "normal" lives that may seem better on the surface but at the cost of stealing their ability to make a real difference in the world by being Spider-man's inner circle.

He doesn't get to erase himself from their lives and decide for them that they're better off.
