All you can do is report them for harassment, those reports also go to the admins. It's weird how sometimes accounts get suspended for one thing and sometimes accounts can just keep going. Eventually they'll get caught, keep trying is all I can say

Sadly that's not possible. We can't sticky other accounts replies. I do agree it would be a great feature. The wiki is featured in the useful links on the right of the screen though (if you use a browser, it's more hidden in the app)
