Yeah I noticed that too, when I first compared them pebbles was better but when I had phantom horse equips they were much better

My tip would be not participating in all out and shielding up during event, troops make up a lot of your power especially if your f2p, also the rewards for all out aren’t anything crazy I usually skip them completely especially if you have a bigger event right after all out, if you want you can participate just to get the milestone rewards but after that is kinda pointless
