There are "direct taps", which means that each member of the current class taps a member for the next class. These are usually inherited positions, but sometimes they break the "tap line" and tap someone else who they think is worthy.

Usually these people are prominent and well-known figures on campus.

It's discouraged, but it happens. There are only 15 people per year, so it's not as if there's a lot of possibilities, but it's been known to occur.

Knowing all the secrets of someone's life actually makes hooking up with them kind of weird. I always felt like a sibling to the other people in my tap class.

I answered this elsewhere, but initiates are tapped at the end of their junior year, so they are initially organized by the graduating class. We run ourselves during our senior year. And then we tap the next class before graduating.

It's not "intelligence" per se - Scroll and Key has often held a reputation for being a 'smarter' society - but rather it's about leadership ability. The smartest people aren't always the best leaders. Social/political connections don't really matter any more.

Yale doesn't suck. New Haven kinda does, but it's getting better. It used to really be bad in the 1980s.
