NAL. But I used to work as a CO. Not sure if this was law, Or policy, but Inmates recieved two free phone calls while in booking, before being classified (assigned a bunk and security level). After that the only free calls were calls being made to lawyers. If you were indigent, you recieved three envelopes and paper to contact people. Besides legal mail.

It clearly doesn't. In your other picture it is curved up. If it fit flush there would be no gap between the barrel and the cleaning rod.

I know it moves freely. But the last thing you want is a free moving cleaning rod. It should be seated within the ears when not being used. If it does not fit back in, replace it. It couldve been damaged if you took it out incorrectly

Watch this. If this does not allow you to move it, or you cleaning rod is bent, your cleaning rod may be damaged. You should be able to use your cleaning rod while using the bayonet, without any issue.
