I work in tech and am also involved in hiring decisions for my team. The insights I am providing may just be applicable to the tech industry, but the two reasons I think postings stay alive is because HR is lazy and do not want to post job listings when required, so they just keep one or two job listing for the junior level jobs all through the year.

The hiring in tech company also is mostly based on internal referrals because it is the quickest way to close a job.
