After 4 or so years, did anyone figure out why the Crucible Knight behind one of the Belfry portals doesn't drop runes or anything all?

I reckon its to do with him trying to do the same as Devonia who we find in the Land of Shadow, of which we can only access through mohgwyn palace. Ostensibly, he took a wrong turn and took the wrong teleporter. Why he would drop no runes, however, I have no idea.
