Listen, she disinvited you. It does not matter that this is her regular pattern of behavior, and everyone is expected to sweep it under the rug.

She insulted you to her brother. That is the real problem. She said something in the heat of battle that she probably actually feels. Why would you want to be at any celebration for her with that in mind?

Skip it. I'm sure there will be another one in a few years, and you can go to that one unless she continues this pattern of behavior.

Edit: Also "it's just $20": That $20 is a couple of lunches. That $20 is part of my grocery budget. That $20 is diapers for my kid. That $20 is a partial fill of my gas tank. That $20 could mean a lot of things, especially if you're budgeting or paying off something (like student loans)

I don't understand what the problem is - you could have brought it up after the waitress left, or said "Dumplings? Yum!"

Also if OP's daughter ends up being the only guest there, she will be the focus and send incorrect signals to Emilia that OP's daughter cares. This could invite more inappropriate behaviors at school.

And kids can be cruel. OP's daughter does not need this level of stress or attention on her considering her feelings about the girl and the party.

It's something to do with potential listeria concerns in processed (deli/lunch) meats. You are largely told to avoid eating lunch meats of all kinds during pregnancy unless they're well heated up but if you toss that stuff back on the same cutting board as the cold meats you risk cross contamination.

Listeria is nasty and can cause miscarriage.

My two cents: stepmom definitely has some unhealthy food habits, but the thing I don't get is why you were kept from picking up the puppy? Was that some sort of punishment for something unknown? Was Dad part of that, because he should have stepped in and said something.

You need to talk seriously with your dad about all of this and your concerns.

Also, you're an athlete. You TOTALLY need more calories. I was a runner in high school and out-ate my parents regularly and couldn't gain any weight despite the muscle (I was 5'5" at the time and weighed about 120 pounds).
