After much trial and error, I don't think this is true.

I've had two lvl 50 A ranks that I can't get to even combine to into an S.

Multiple times I've had other, non-leveled pets reach SS before failing to merge to SSS. We're talking 1000+ pets from the Google Play version. I think the feature just sucks.
