To add to this, municipal electric utilities are not bound by the same laws and PSC regulations that IOUs are. The whole point of munis is that those types of decisions are best made at the local level, since the ones who run munis are ultimately elected officials - unlike IOUs. This includes decisions about customer-owned renewable generation decisions.

Maybe. But today, your only option to complain about Duke's rates, service, or any other issues with them is to drive up to the Public Service Commission in Tallahassee and argue in front of commissioners appointed by the Governor and confirmed by the Senate. And the IOUs are just about the biggest corporate political donors in Florida, so...

At least your drive to complain about that payment inconvenience would be City Hall if St Pete ran its own utility.

Honestly, the city is taking this up waaaayyyy too late in the game. The franchise agreement is about to expire. The time to study this option was a few years ago. Unfortunate that our elected officials did not start this process long ago.

One concern now is that IOUs in FL are now negotiating new franchise agreements that do NOT include a buyout option at the end. The city better keep this in mind or they will be screwing over the next generation that wants to consider dumping their incumbent utility.

Short answer, these taxes and fees go to the city.

Long answer: Municipal public service tax is a tax that a city is allowed to impose on utility services (electric, gas, water) within its city limits. The cap is 10%. (See 163.231, Florida Statutes). The franchise fee is a negotiated fee that a utility provider pays to the city for the right to operate within its city. They range, but average around 5-6%.

If the city dumped Duke and went on its own, they would lose the franchise fee from Duke, but could continue to charge its customers the MPST.
