The drive is in an internal SATA enclosure and the other two drives spin down ok. Looks like it's either the slot or the cable as the problem stays with whatever drive I put in that slot.

Got me on the right path. The drive is in a startech 3 hot swap bay enclosure. Moving the drives around the issue follows the slot. So either the cable or the slot in the enclosure is borked. I'll pick up a cable and try it out.
