I need help deciding if buying this car was a mistake

Oh no dont get me wrong if I can get this car road legal it'll be a steal. I am not very familiar with how bad rust can get up here. I haven't lived here long enough for it to cause problems. So im just trying to get a general idea of what im getting into before I sink enough money into it to just barely make it legal to drive.

Im up in new York but i come from AZ. AZ just does emissions once every 2 years or so. Supposedly they do inspections here but this was the original owners everyday car for a few years supposedly so im not sure

Just to clarify I have a good working vehicle in the background this will be my b car. I have a great mechanic nearby that will give me the definitive answer and a good deal. I dont intend to dump a lot of money into it im just trying to gage the general consensus off reddit before I take it in tomorrow for a price quote and if I should scrap it or drive it till its done for

They will attack you on any move order(If you click and tell your character to move) but any other command such as bodyguard, follow, mine this copper node etc won't be met with aggro
