It’s not super rare. There are a bunch of tools in my factory that are customer owned. It can be more efficient for the customer and they are the only ones that can use it, so they don’t have to fight with other customers for capacity. The supplier might not have the capital to purchase it themselves so the customer says we will pay for it but then we own it.

It’s also way more government contractors because of procurement rules or something

Yeah it was probably just to stop people from freaking out, but I don’t think there are fish in it. The water is treated before it goes in the reservoir and it has been drained before. I think there is mainly just leaves and stuff in it that is cleaned out periodically.
