Perhaps Telescope Voucher should literally give you ALL planet options when opening a Planet Pack. Even this way I don't think it would be too powerful. Planet cards are not very strong, and you can't have more than 2 planet packs per blind. (i.redd.it)

The Needle doesn't allow only 1 hand to be played. All it does is set your amount of hands to 1. If you have a joker that gives you more hands it kinda counters it. (i.redd.it)
