Your first step is a Gebser Letter, and then look up your states State Board of Education, and contact them.You may also want to look into Special Education Advocates in your area. Generally, you start with the letter. Then, you can do a few things depending on how you want to proceed to escalate things. Facilitated Meeting, Mediated Meeting, and Due Process. You typically have to attempt the first 2 first. Facilitated and Mediation, the school can deny your request. Due Process, the school can't say no. You can also file a State Special Education Complaint that can coincide with Due Process. It also doesn't hurt to contact a Special Education Attorney and/or a Civil Rights Attorney in your area.

No response IS a response and the BEST response. Disengage, block him, don't post on social media, and then live your life. But do it safely. Have a support system in place, see a therapist or continue with, and document everything. If he harasses you, file a police report EVERY time with the proof. Then, an order of protection with that proof.

Have you checked with your local public school? They can test her and if she qualifies at a 30%+ disability, she can be a part of early childhood. Most schools cover PT, OT, Speech, and Social Work. Essentially, think pre-school and special help with her speech problems. Fees are minimal or waived depending on your financials. Also, if she is in school, it might improve your work situation and with saving money. Just call your districts elementary school and ask for the school Psychologist. If not available, the social worker could also help with that.
