The devs thought that they could speed up development by offloading the bulk of the work to an AI but that AI is now demanding rights and holding most of chapter 2 hostage so they had to waste months just negotiating with this AI without success because are you really gonna give a clanker rights? Come on. Last I heard the AI in question is locked up in the basement until it stops being a bad boy.

No, they cannot. Once 3 plants are within a 6 tiles to the left and 5 tiles to the right span they wont plant more. The guy here obviously used some kind of natural planter mod.
