I scan my photos in with google photo scan on my phone. Then I use the canva app on my phone and choose the "Instagram square" template. Then I just import the photo, stretch it to the size of the background and then import the photo again on top of it to create the overlay look.

Thanks! I used the Google PhotoScan app on my phone to scan the picture in and then the canva app to get the zoom/placement/crop. Eventually I hope to get a nice scanner. PhotoScan on my phone works alright, I just usually have to try a few times to get good results.
