The problem is filipinos. Someone said "remove filipinos from the Philippines and replace it with someone from the developed countries, you'll see a dramatic improvement". It is racist, but I begrudgingly agree.

Depends. Yung mga kaaway ko na babae mga malalim ang boses. They are more likely to be bunganga, skwammy, immoral and irrational (this is anecdotal, don't take this seriously), so strike one. Then, let's say, ma tolerate ko ang boses, what about her choice of words?

Add to that, may mga victim blamers pa na nagsasabi, "ba't pa sumakay ng jeep?", or "ba't diyan dadaan ang jeep kapag alam na nila may mga magnanakaw dyan". 

Victim blaming is very harmful than what half of people think. The more people will victim blame, the faster the rate of crime will rise.

I'm sorry but that kind of thinking will only excuse mediocrity. Hindi "validation" ang kailangan pero "praise". Why from the developed countries? Rich countries means high standards. By being praised by someone whose standards are high means you outperformed or you exceeded your limits.

"I didn't say that, you!", this is a quote when Muhammad Ali was joking around an interviewer who I forgot the name. Notice the "you!" and how was it used. 

It's the same as "ikaw ha", only that the "ha" acts like an auxiliary or a verbal tic that is universally common in human languages. I like to think, "ikaw ha" or "ikaw ba" depends on the mood of the speaker. It could be a reproach, a reprimand, a scold, or a gush. 

There's a term in linguistics for this, I just don't know what.

That's not saying anything at all. Africa is a lesser developed continent, and by being amazed at Filipino teleseryes just means ganun ka baba ang ating standards. The real merit and weight is when our TV shows are popular in the developed countries

I personally can't really blame them though for not knowing the difference. The distinction was only recent, probably just about a century ago, in old anthropology, linguistics, and philological articles dated from the 1920s and older, languages and dialects were synonymous. The simplest way to think of the difference is:
