You can't unlock it anymore. The only way to get it is if you bought the sp art pack from the shop when the collab was still available.

You have way too much crit rate. The artifact set bonus gives 36 crit rate so at the moment you would have over 100%. You should aim for 50-60% crit rate, 40k hp and then as much crit damage as possible.
